Securities Commission of The Bahamas (SCB) oversees securities, investment funds, and digital asset businesses under the DARE Act 2024. DARE 2024 expands licensing and conduct rules (exchanges, custody, staking, issuers) and creates a stablecoin regime with reserve, custody/segregation, reporting and redemption requirements, while banning algorithmic stablecoins (and privacy-token issuance). Banking and payments are regulated by the Central Bank, and insurance by the Insurance Commission, not SCB.
