Licensing vs registration: what is the difference?
Under a licensing regime the regulator makes a discretionary decision: the applicant must demonstrate capital, governance, custody, and AML/CFT arrangements before authorization is granted, and the license can be refused or withdrawn. Under a registration regime the firm records itself with the authority and becomes subject to supervision — the bar to entry is lower, but conduct and AML obligations still apply.
