Qatar implemented the QFC Digital Assets Regulations 2024 on September 1, 2024, establishing a comprehensive framework for digital asset tokenization. Regulatory approach
The Qatar Financial Centre Regulatory Authority (QFCRA) is the independent regulator of the Qatar Financial Centre, established under Law No. 7 of 2005 to authorize and regulate firms and individuals conducting financial services in or from the QFC. It operates a principles-based regulatory regime aligned with common law, emphasizing transparency, predictability, and accountability. The QFCRA co-developed the 2024 Digital Assets Framework and is responsible for enforcing the ban on virtual asset services, including stablecoins. The Qatar Central Bank (QCB) sets the overarching financial sector strategy and issued the initial cryptocurrency trading ban for banks in February 2018. The QCB is actively exploring Central Bank Digital Currency (CBDC) development and spearheads coordination with the QFCRA on future stablecoin regulatory initiatives.
